Mark helped make law in Kentucky representing a company in a bid protest that challenged the award of a public contract as contrary to the agency guidelines and the bid documents. He has represented companies bidding on public contracts at every level: from the local water district, to a city contract, to representing clients before county fiscal courts, challenging and defending awards of state contracts, and advising clients working on public contracts with federal governmental departments, to include the Veterans Administration and the Department of Defense.
Mark has published and spoken at national conferences on public procurement.
